英國《信息自由法》歷史沿革及應(yīng)用現(xiàn)狀研究

摘  要：《信息自由法》是英國檔案法律體系的重要組成部分，歷經(jīng)近兩個(gè)世紀(jì)發(fā)展和完善，為信息自由提供了完備的法律保障。通過對《信息自由法》歷史沿革和法律實(shí)踐詳細(xì)分析，提出系統(tǒng)性和專業(yè)性統(tǒng)一，信息服務(wù)公益和有償有機(jī)結(jié)合，注重檔案信息資源開發(fā)與利用等檔案法制建設(shè)方面的對策建議。

Abstract：  FOIA（Freedom of Information Law）is an important part of the British archival legal system. After nearly two centuries of development and improvement， it provides a complete legal guarantee for the freedom of information. Through the detailed analysis of the historical evolution and legal practice of the FOIA， it gives systematic and professional policy suggestions on the unification of information service， the organic combination of public welfare and compensation， and the development and utilization of archival information resources.

英國作為英美法系及西方法治國家的典型代表，在立法及司法實(shí)踐上處于世界法制前沿，英國國家檔案法歷經(jīng)多年發(fā)展，已經(jīng)形成以《公共檔案法》為基礎(chǔ)法律，以《信息自由法》《數(shù)據(jù)保護(hù)法》和《環(huán)境信息條例》為衍生法律的完整檔案法律體系。（剩余6301字）
